This bug affects not only the Super-L key.
Lock screen doesn't work at all:
- resuming from hibernating will come back with unlocked session
- resuming from suspend to RAM will come back with unlocked session

It happens after the upgrade from focal to jammy and aswell after a complete new installation of jammy.

syslog has this ERROR message:
Sep 21 14:48:37 ultrabook budgie-panel[2492]: UserIndicatorWindow.vala:379: Cannot lock screen: GDBus.Error:org.freedesktop.DBus.Error.ServiceUnknown: GDBus.Error:org.freedesktop.DBus.Error.ServiceUnknown: The name org.gnome.Shell.ScreenShield was not provided by any .service files

I can confirm what you said. However, I didn't have this problem after installing my Ubuntu. It started randomly (probably after an update). Is there a solution to it, other than reinstalling my Ubuntu?

I found this thread: https://discuss.getsol.us/d/6970-cant-lock-my-screen/2

I too had gnome-shell installed (must have come with the upgrade to jammy and after removing it (apt remove gnome-shell; apt autoremove) and a reboot, I was now able to lock the screen again.
