caps lock button not working properly on login screen

Bug Description
The caps lock button is not working properly on the login screen, it still shows there 'caps lock is on; message but entered letters are not capitalized.
Suppose I want to enter a password "SOMETHING" and I type it with the caps lock button on, it still types "something", with shift button this is working fine.
