lockscreen presents no unlock dialog

Bug Description
Standard Unity. Have a laptop on a docking station, with a second monitor connected. Lock the screen, go away for sufficient time for the displays to blank. when I return, hit a key, the external display powers up, but just shows me the background set for my account, no dialog to unlock the screen, the laptop display does not even power up. no way to unlock the screen. I move the mouse around, to where it should be on the laptop screen, but that screen stays dark. There is no disk activity and no cpu load during this event, it is not busy, it just does not present the dialog.
I do not know if this is what fixes it, but I do it every time: Ctrl-F1, log into a terminal session, then switch back and forth Ctrl-F7 a few times and after a few minutes it will present a dialog, and can then unlock.
