When attempting to use Remote Login, the user list is missing from the login screen, making it impossible to log in

on 24.04 when RDP from a windows client it logs on but most of the gui dosnt load. There is some options for like poweroff /on but the have zero effect.

I am also seeing this issue on baremetal (Intel NUC), Hyper-V, and LXD VM attempting to connect via RDP from a Windows 11 computer.
I was able to capture the following error coming from gnome-shell logs after initiating an RDP connection:
