Disconnecting the session and reconnecting causes the mouse to work again for a short while, however, the behavior is unpredictable, erratic and happens only with 23.10 and the new RDP server in Ubuntu.

First, update your system. According to your Dependencies.txt log, you use an old version of mutter, while the current one (45.2) already gets rid one source of that bug (Ubuntu appears to ship mutter-45.2). Always update your system before reporting a bug.
The other sources of input bugs in g-r-d and libei were fixed in g-r-d-45.1 and libei-1.2.0. These releases were already done some time ago, but the Ubuntu Desktop Team did not push these updates to Ubuntu, which Ubuntu is notorious for. I suggest you to nag the Ubuntu Desktop Team to push these updates. That's the only way for a chance to get them into Ubuntu.
