Bug Description
The minimum display brightness level should switch off the display, not just dim the display. This makes it possible to voluntarily switch off the display of a laptop; currently you must wait for the inactivity timeout to power it off.
The brightness levels should be, similarly to Mac OS and Windows, something like
OFF - 1 - 2 - 3 - 4
not the current
1 - 2 - 3 - 4

This incorrect behaviour is present both in Ubuntu Precise 12.04 and in Lucid 10.04.
