Laptop sees unplug as screen-close

My Toshiba Satellite A70 would go to sleep when my laptop is unplugged.
It would not go to sleep when I close the laptop lid.

From bug #146424 I was able to find the workaround of changing the activity on lid-close on battery from "Suspend" to "Blank Screen" which prevent sleeping when unplugged, but the system now (and never has) slept when I close the lid.

acpi_listen sees the following:

So, it seems to see the events properly, but responds to them improperly

I'm using the ubuntu-classic desktop, and this was done as a fresh install from the 11.04 DVD and now has all current updates.
