Can only set 0% or 100% display brightness using keyboard

Bug Description
This is on Edgy Beta, using a Thinkpad T60.
I can set the display brightness using the Fn keys on the keyboard, however, as soon as I press the button to lower the brightness, it goes down to 0%, not just down a bit. Same thing with the up key: it goes all the way up instead of increasing a little only.
Using the power-manager GUI i can set any brightness, even though the gauge shows up when dragging the sliders and shows strange values sometimes.

Probably this commit fixes that? Not sure whether this is going into 2.16.x or in 2.18? If 2.18, maybe Ubuntu can patch that?
