Power Management Applet doesn't show concerned tabs in some particular conditions

Bug Description

This is a very specific condition.

When I start my laptop on AC power, the power management applet only shows "On AC Power" and "General" tabs. This is perfect. But when I plug my battery in, it never shows the battery tab. Not only this, but when I pull out the AC cable, so that laptop just runs on battery, it still has "AC" and "General" tabs only. No "Battery" tab.

Steps to reproduce:
1. Power off the laptop.
2. remove the battery
3. start system on AC power.
4. open the power management applet. notice the two tabs. then close the applet.
5. insert the battery in the laptop. (I do this by closing laptop's lid, and then inserting battery, and then opening the lid again. My screen locks (as i configured it) when I do that).
6. open the power management applet once again. notice the same two tabs as in step 4. no new tab for "Battery" configs. then close the applet.
7. Unplug the AC adapter, so that laptop run on battery only.
8. open the power management applet, just to notice that same old two tabs are there, without "Battery" tab.

My Laptop:
Samsung N128 Netbook with standard hardware config as that of a netbook.
