battery-full-design value does not match with battery specification

Bug Description

Binary package hint: gnome-power-manager

Summary According to the battery specification (http://h18000.www1.hp.com/products/quickspecs/12152_na/12152_na.HTML), my battery with model number EH767AA has a Watt-hour capacity of 55Wh. The battery-full-design value as show in gnome-power-statistics, however, is 22.1Wh.

1. Ubuntu release: 9.10
2. Sorry I don't how to check the gnome-power-manager package version.
3. A correct capacity, 55Wh, is expected to be shown in Power Statistics page.
4. "22.1Wh" is shown instead.

This is probably either a defect in the battery manufacturing ( it was programmed wrong ) or documentation. Is the remaining run time estimate off by a factor of two as well, or is it fairly accurate? If you discharge the battery, what is the charge rate shown, and how long does it take to fully charge?
