Does not run on login

Bug Description

I have no battery status monitor when I login to GNOME, even when AC power is not connected to my laptop. gnome-power-manager appears not to be running. I have to go to System->Prefs->Power Management, and when I do that, the battery applet arrives, and the screen brightness gets adjusted.

Let me know if I can debug more.
