Should depend on libpam-foreground

Bug Description

If you dont have the libpam-foreground package installed, then gnome-power-manager doesn't work - dbus just returns an error when it attempts to send the messages to suspend the system.

The ubuntu-desktop package depends on libpam-foreground in dapper. Is this sufficient in your opinion?

No, I can't use ubuntu-desktop as it pulls in too many python packages for my system (disk space issues). gnome-power-manager can't work without libpam-foreground, so it should be listed in the Depends line.
