Brightness increases higher than settings

Bug Description

Binary package hint: gnome-power-manager

When the option "DIM display when idle" is sellected in the power managment settings, and if the user has set the brightness to the lowest value once the computer returns from idle, the brightness increases, higher than was set. if the brightness is at 0 it should stay at 0.

brightness settings = 0
dimmer timeout = 0
return from idle = 3

OS: Ubuntu 8.04
Package: 2.22.1-1ubuntu4

This fixes the issue in gnome-settings-daemon.

Seems my patch is not 100% correct.
But upstream will pick this up, so guess this will be fixed in the next sync of gnome-power-manager from gnome.
