Whether the wallpaper is ugly or not is subjective. Whether it's suitable for release is and will be discussed on the ubuntu-artwork mailing list; you may want to participate. Currently the Alpha 4 default wallpaper has been replaced by a variation of the "Fela Kuti" wallpaper, and different ones will be pushed to Hardy in the following days to get feedback.
