No low battery notification, shutdown without warning

Bug Description

After upgrading to ubuntu 16.04 system no longer notifies about low battery and performs shutdown without warning.

And behaviour is not even by org.gnome.settings-daemon.plugins.power.* settings.

time_policy is false, which should use percentage, but this is not case.

It's still there in 18.04 - I#ve upgraded from 16.04
