I discovered that is possible to lower the brightness on my laptop using the brightness down key, Fn+F7, until a point where the brightness is zero or off. After which pressing the brightness up key, Fn+F8, does not increase the brightness of the screen back thereby rendering my session unusable. I think the brightness level should stop before it turns off.
WORKAROUND:
It is possible to workaround this issue by switching to a different vty, Ctrl+Alt+F1, and then back to my desktop session by pressing Ctrl+Alt+F7. The brightness has then been restored to a normal level.
