Ubuntu suspend instead of shutdown when battery is low

Bug Description

Hi!

This bug appears for me in last stable version of Ubuntu (15.04).

In system settings, I set power manager to shutdown my laptop when battery is critically low.

But it doesn't work.

When battery reach 0%, Ubuntu shows a notify like "your computer will shutdown now" but it doesn't. It always went to suspend mode (blinkin' power led in my laptop).

Moreover, in system power settings I cannot set the action to "suspend", cause I've got only two options: shutdown (which is set by me) and hibernate (which cannot be set cause it's inactive, probably cause my swap partition are too small).

My laptop: ASUS K50IN.
