Brightness Head-Up dialogue always appears after Idle

Bug Description

When machine gets out of idle, the Head-Up dialogue "Brightness" always appears, even if "dim brightness in idle" is unchecked.

I can confirm that this is happening (it occurs here on my MacBook Core Duo). It seems like the issue is likely that gnome-power-manager is activating the brightness control automatically after idle, even if it doesn't actually dim the screen.
