power manager has lower limit of 11 minutes for display sleep

Bug Description

When setting the time for display to sleep, the lowest the slider moves is 11 minutes. This is a problem for those of us on a battery who need it at around 5 minutes.

Actually, the lower limit is screen-saver timeout + 1 minute. Perhaps it should be documented around the slider, but if you want it set to 5 minutes, change the timeout for the screen-saver.

Being that I have not touched the screensaver settings and they are at the default, it is a bug because the user should not have to configure an entirely separate dialog just to configure another dialog.
