Power button does nothing when the screen is locked

Bug Description
Pressing the power button has no effect when the screen is locked (Ctrl+Alt+L). I would expect this to be configurable. My preferred action for power button press is to suspend with no questions asked, even when the screen is locked or when no user is logged in.
