Gnome-Photos doesn't start error: photos_application_create_window: assertion 'gegl_sanity_checked' failed

Bug Description

Gnome-photos doesn't start, I get these error messages in the console:

$ gnome-photos
(org.gnome.Photos:19251): gnome-photos-WARNING **: 10:39:04.388: Unable to find GEGL operation gegl:shadows-highlights: Check your GEGL install

(org.gnome.Photos:19251): gnome-photos-CRITICAL **: 10:39:04.388: photos_application_create_window: assertion 'gegl_sanity_checked' failed

Installing or uninstalling the gegl package doesn't change anything.

This is after an upgrade from 17.10 to 18.04
