Windows list applet dotted border when click on the panel at once after turning on

Bug Description

Ubuntu 10.04.4
Linux 2.6.32-41-generic
Gnome 2.30.2

After switching on, if you click on the panel, there will be a stroke.

In addition to the list of windows, same thing happens with the indicator of keyboard layout.

This happens immediately after switching on.
