Can't tell when various panel objects have keyboard focus

Bug Description
Description of the problem:
After changing keyboard focus to the bottom panel it is often very hard to work out which panel object you have given focus to.
Steps to reproduce:
1. Press Ctrl-Alt-Tab and choose "Bottom Expanded Panel Edge".
2. Try to work which applet you have focussed.
3. Press tab and see if focus moves in a noticeable way to the applet on the right (or the far left if there is no applet to the right of the one you believe to be focussed).
Expected results:
For it to be clear which panel object is focussed. For the focussed object to respond to keyboard input.
Actual results:
Some panel objects are better than others.
The menus, launchers, system-monitor applet, volume applet, quit button, wastebasket applet all get a dotted outline when focussed by the keyboard (although this can sometimes be difficult to spot). The notification area will sometimes get a dotted outline.
The launchers and the quit button "light up" when they have keyboard focus.
The clock, show desktop button, window list and workspace switcher do not give any indication that they have received focus via the keyboard.
Sometimes the notification will swallow keyboard focus (bug #4405 ).
How reproducible is this problem:
In all but the swallowing case the problem is reproducible every time.
