Jerusalem summer time zone is not correct

Bug Description

The time zone used right now (2012-04-25) in Jerusalem is UTC+3, but the Gnome clock shows UTC+2 (EET).

The time returned using tzdata alone is correct

    TZ=Asia/Jerusalem date
    mer 25 apr 2012, 18.25.13, IDT

Gnome clock says 17:26.

This seems related to bug #185190, but that bug is marked as resolved in Ubuntu 8.04, while this is still a problem in Ubuntu 10.04 LTS.
