Ubuntu one pager doesn't come up if not on a network

Bug Description

Install CD, not connected to a network. Click on About Ubuntu in the Applications menu. Instead of the one pager on Ubuntu
coming up, it's giving an Alert - "home.ubuntu.com could not be found"

arg, we have forgotten to change this one apparently, the item is still pointing
on the webpage ...

The page that should come up I believe, is: file:///usr/share/ubuntu-artwork/home/index.html

That is the default start page for the browser, but in the discussion about it,
it was not (that I recall) proposed that the same page be used for "About Ubuntu".

I don't have any particular problem with changing that, but it's obviously too
late for the release.
