Bottom panel gets misplaced on every login

Bug Description
Binary package hint: gnome-panel
I'm using natty and Gnome. I have three panels: two top panels and one bottom panel. The bottom panel is not set to expand. When gnome-panel starts up, the bottom panel appears in the middle of my desktop (see attached screenshot gnome-panel_
I am able to get the panel back to its correct position by toggling Expand on and off.
