I just discovered something - some of the windows which should appear in the
lower panel with the other window buttons are in the upper panel but there
is a button section that is almost if not completely invisible in the top
panel
 I had to move the panels around and then delete and then recreate them by
default to get the dual-head config to work and apparently it created 2
panels one with app buttons on the top one that can't be seen.
I had wondered where the windows were going. Now if I can delete the top
panel's tendency to grab the windows and hide them I should be OK.
