panel doesn't place itself properly on desktop on login

gnome-panel

The panel should locate itself at the startup on the top in a short form (not expanded), but instead it place itself on the middle of the screen.If you change the properties of the panel for example to the left, it will turn but won't be placed on the right side (it rotates in the middle of the screen). The panel adopts the correct properties after you expand it and then "shrink" it back.
