shutdown icon and part of username cut-off on menubar

Bug Description
Binary package hint: gnome-panel
Occasionally, when I boot Ubuntu, the menu bar cuts off the far right side. This completely cuts off the shutdown icon at the far right and it also cuts off the last part of my login name (I don't believe I've changed the order of the rightmost elements from their default positions in 10.04). This, of course, makes it impossible to shutdown or restart the computer using normal methods (I know how to use the terminal to shut down the computer). The cutting off persists even after locking the screen or suspending and resuming.

I also have this bug, which also only appears occasionally. The shutdown icon is gone, my name is there but it appears one and a half times. The mail icon is also gone. I have attached a screenshot. My default system language is Chinese, and the date is given in the Chinese format. I am running parcellite.
