top panel messed up completely on logon

Bug Description

Binary package hint: gnome-panel

When I log in, sometimes the top panel layout (the right hand side) is messed up. The shutdown button is completely gone and the arrangement of the other applets is not as it was when I logged out. This happened several times, so now it's time to file a bug.

The enclosed screenshot shows the effects. The clock applet should have been to the right of the indicator-applet and the indicator-applet-session, which themselves are in the wrong order (and the drawing is wrong, name truncated and duplicated). The shutdown applet is missing.

Last time I carefully put everything back in place and locked them on the panel to prevent this.
