corrupted clock applet when launching GNOME

Bug Description

Binary package hint: gnome-panel

When I launch GNOME, the clock applet appears crippled (see gnome-clock-before.png attached) and doesn't get updated.
I will only have the clock applet work correctly (see gnome-clock-after.png) if I go to preferences and enable and disable
something that affects the way the time is displayed, like for example 'show seconds'.
