Lost panel in NBR after 10.04 upgrade

Bug Description
Binary package hint: gnome-panel
Just upgraded to 10.04 and everything was working fine until my Chrome browser crashed and then I lost my top panel. I can't seem to get it back to it's default state.
I can get the panel back by typing pkill gnome-panel in the terminal but windows don't maximize. I am also missing my close / minimize / maximize buttons on window toolbars. I traced my steps back to what I did right before I lost my panel and the only thing I had done was change the Visual Effects in the Appearance Properties. So I went in there and changed them back and my close / minimize / maximize buttons reappeared and I am able to maximize windows again. If I reboot I lose my panel and maximizing again until I restart the panel and make a change to the visual effects settings.
PS: The panel and maximus work fine when creating new users.

Apart from the issue with the gnome-panel, which I don't have, I have the same symptoms after an upgrade to 10.04. The windows don't maximize or minimize, and the chrome containing the close/minimize/ maximize is unavailable. Holding down alt to try to move a window fails to work, the window switcher app doesn't register any windows being open, and changing focus by clicking on a window does not move it to the top.
Changing visual effects to a higher level and back down brings the window chrome back, for at least the duration of a single reboot.
