add panel won't work till new login

When I delete a panel and then add a new panel, the new panel doesn't show up until I logout and log back in.

Can't reproduce this here, setting it back to new in case someone else can reproduce it and give us a set of steps in order to do so.

I can confirm the issue. It seems to be a screen refresh problem or something similar.

Steps to reproduce:

1. Log into GNOME.
2. Open any window and maximize it (this step is not mandatory, but a maximized window is useful to see the effects of this bug).
3. Right click on the top panel -> New panel.

Result: the maximized window is narrowed from the right edge. The desktop can be seen throughout the space of the right, where the newly created panel should be. Clicking in that space is like clicking in the desktop, so it seems to be no "real" panel. I need to logout and then log in again in order to see the new panel.

Some more info:

1. The bug is fully reproducible all the times.
2. I'm using an nVidia card with the nvidia binary propietary driver.
3. The bug is reproducible with metacity and compiz.
