clock-applet weather display doesn't show weather tooltip on top pixel mouseover

Binary package hint: gnome-panel
When the clock-applet is enabled, and a location is set, and the weather is displayed, mousing over the weather will pop up a tooltip showing additional information about the current conditions. However, the top row of pixels of the clock applet above the weather display don't show weather information, but rather, the "Click to view your appointments and tasks" tooltip. It's bothersome, because when one flings the cursor to the edge of the screen onto the weather, one has to then move the mouse down at least one pixel to see weather information.
I'm currently running Ubuntu lucid Beta 2 x86, and Clock 2.30.0.
What I did: Hover the mouse over the top row of pixels in the weather section of the clock applet
What should have happened: A tooltip showing the current weather conditions should have appeared
What happened: The tooltip "Click to view your appointments and tasks" appeared
