Expected: noal panel and desktop switcher operation

Actual: Started ubuntu, panel on right edge is now on edge edge between panel originally on left edge and left edge. Selecting properties for ths panel and choosing Orientation : Right, has no effect (the Orientation shown in selection box changes back to Left and the window closes). No desktop switching either through switcher on panel or compiz keyboard short cut. Reloading window manager (Compiz icon) has no effect. Occasionally display will become corrupted and system will become none responsive, remote login shows xorg at 100% on one cpu.

 Yes, it happens at every startup
2. If so, what specific steps should we take to recreate this bug? Be as detailed as possible.

If I delete the errant panel and create a new one on the right edge identical to the one deleted, it stays there properly. After shutdown and restart, it will again be on the left (wrong) side.

I use four panels:
TOP: Menus, various apps and geyes, expanded
BOTTOM: multiple geyes to assist in locating mouse, expanded
LEFT: unexpanded panel with tabs running window selector, normally closed
RIGHT: unexpanded panel with tabs running desktop selector, normally closed

I use Compiz Fusion and Emerald window decorator.

This behavior did not occur in 9.04.

This behavior limits the usefulness of this workstation.

Remove ATI graphics adapter, revised xorg.conf.
