Karmic: Quicklaunch icons on Panel sometimes move, although Locked to panel

Binary package hint: gnome-panel

I've realized this phenomenon in every Ubuntu release I've seen. It happens regularly when I play a game through Wine and then return from the fullscreen mode or on other occasions too. And at the next startup after it happened I find my icons again at different places. What's strange is that it ends up somehow different all the time. The order of icons in Notification area changes regularly too.

The icons on my panel always move after a boot. Also, I cannot move some icons to the far right. If I unlock all those that allow it and try to move them, their behavior is inconsistent. Sometimes I can move them in one direction and not the other. Sometimes I cannot move them at all. I believe the position of the icons should be consistent once set. I also believe the icons should be movable to any location on the panel.
