.xbm icons should appear in the menus

Bug Description

There are some programs that come with .xbm icons. Although these appear in nautilus' preview, they don't show up in the menus.

To test this install 'tkgate' and use the .desktop of bug #45454

Note: I am not sure against what package to file this bug, so please assign this wherever appropriate.

Not sure if that's a panel or a GTK issue, eog doesn't load it correctly neither. Setting as low priority since that's not a common case and easy to workaround by using another image format

works fine on edgy for me, that must have been fixed by some update
