Scale down icons in gnome panel if they are too large

Bug Description

Binary package hint: gnome-panel

This is not a usability bug, it is an aesthetic bug.

The icons in:
 - notification area
 - quick lounge applet
 - icons added as "application launcher"
are all too large!

Right now they are so tall they basically span from top to bottom of the panel.
And this makes it look ugly and unprofessional.
They need to be scaled down some 25%.

But that creates a lot of extra work for theme makers. Instead all problems could be solved with a simple scale function.

Agreed with unimatrix. This is not just his wishes. Many people said that icons in gnome-panel look ugly because of they can't scaled properly. For example, when gnome-panel size set to 24px, icons have the same size and look very big and not aesthetic.
