karmic has issues with small panels

Bug Description
Binary package hint: gnome-panel
Just booted into karmic using a netbook. I like the panels to be the minimum size (18px) on netbooks.
A few issues:
1) Cannot make upper gnome panel smaller than 25px (the number goes lower, but the panel stays the same size)
2) Making lower gnome panel 18px makes the "show desktop" applet icon be truncated

Thank you for your bug report, could you describe one issue by bug? Tracking several of those in one bug is not handy

The number goes to 23 there and the bar seems to move according to the value, the fact that you can't use smaller values is a duplicate
