position bottom causes problems

Bug Description

Binary package hint: gnome-panel

with position=bottom there are at apparently random times inconsistencies in the way the menus appear.

sometimes the submenus will appear with scroll-buttons. the worst is that sometimes the root-menus (applications, places and system) have scroll-buttons and appear at the bottom edge (covering the menu entry which is chosen)

other times everything appears fine. to reproduce - you need to use position=bottom for a week and youll see what i mean...
