Some strings can't be translated

Bug Description

The "Add to panel..." dialog has some strings that can't be translated. As you can see
in the screenshot, the strings "Search", "Application Launcher...", "Custom Application Launcher" and the category name "System & Hardware" is
untranslated in my Spanish desktop, but I can't translate it because
it's template in Rosetta
(https://launchpad.net/distros/ubuntu/dapper/+source/gnome-panel/+pots/gnome-panel-2.0/es/+translate) doesn't contains
those strings.

Those strings can't be translated, because are not in the Rosetta template.
