No delay on tooltips

Bug Description

In the latest dapper betas it seems that the panel does not have a delay for the tooltips on the panel menus. The tooltips should have the same delay as for normal items that have mouse-over tooltips.

Now in latest gutsy, tooltips take too long to pop up. I count about 2 seconds from mouseover. May not seem like a big deal but move from item to item and you take 2 seconds on each just to get a tooltip.

This should be user configurable in fact. I can see how there will never be a value that keeps everyone happy.

I would suggest that there should be a short delay for the first tooltip, perhaps a second, and then the subsequent tooltips come up instantly as the user scrubs over the items.
