Binary package hint: yelp
In the Clock Manual, the Preferences page lists preferences that are not available in the actual clock applet, e.g.
the clock applet doesn't offer Unix Time or Internet Time or Use UTC, etc.

The manual needs to be edited to match the actual clock applet.

that's a gnome-panel issue not yelp. yelp just shows the available manuals, it doesn't write those.
