[jaunty] gnome-panel cannot "Adjust Date & Time"

Bug Description

Binary package hint: gnome-panel

If I right click on the gnome-panel clock, and select 'Adjust Date & Time', then click 'Set System Time', I am prompted for authorization. After entering my password, the authorization dialog goes away, but 'time-admin' is not launched. I see this in ~/.xsession-errors:

If I launch 'time-admin' from a terminal (without sudo), and click 'Unlock', I am again prompted for authorization, but time-admin is launched.

The authorization dialogs are different though: time-admin from a terminal has the 'Select User' drop down box, but the gnome-panel one does not. Also, after attempting the gnome-panel 'Set System Time' once, subsequent attempts yield no authorization dialog, but still does not launch time-admin.
