Gnome Panel dissappears with dual screen configuration

Bug Description

Boot up Ubuntu Intrepid Ibex latest packages as of Nov 3 with dual monitors. GDM login looks fine (duplicated on both screens), but when log in nothing is displayed. The default background is a bit corrupted but no Gnome Panel drawn. If I unplug the second monitor and CTRL-ALT-BKSP restart X11 login things are fine with single screen. If I then plug in the second monitor, go into System->Preferences->Screen Resolution to turn it on, the problem is repeated.

Main Monitor: Laptop LCD: 1400x1050 resolution.
Second Monitor: VGA 1600x1200 resolution.
Dual Monitor configuration: non-cloned, Second Monitor to left of Laptop LCD.

Other Configuration Information that may be relevant:
1. I switched my Window Manager to xfwm4 (install xfwm4, then go to gconf-editor desktop->gnome->session->required_components to change to /bin/xfwm4)
2. I edited the default panels to remove the bottom one and put everything I care about on the top one. Panel shows on the Laptop LCD screen.

After configuring the system as above, with dual-monitors and xfwm4, things look fine at first. Dual monitor support looks fine. Then power down the machine. Power it back up, and the problem then happens.
