Multiple panels fixed to the same screen edge sometimes shuffles in GNOME

Bug Description
I have two panels fixed to the bottom edge of my screen.
Sometimes, when I login, the two panels are shuffled (the upper is in bottom and the bottom is up)
When this happens, positions of both panels are always locked, so I must unlock the upper panel, and in properties select fix to the upped edge and then to the bottom (to force the bottommost position on the screen).
I never lock my panels' position (but I tried to do it, and panels shuffles as well as with unlocked positions).
This happens from Gutsy or Hardy, I'm not sure - but still hapens in Intrepid (with the ability to lock panel position).
I have installed fglrx (8.54.3) drivers.
