Locations side bar doesn't show AM/PM untill time is updated

Bug Description

Binary package hint: gnome-panel

If I show my locations they are all in 24 hour time until the time is updated.

So if my time is 12:00pm
London will say 17:00

I have to leave this pane open. Then once the time changes all the times are in AM/PM.

So if time now is 12:01 pm
London will say 5:01pm

If I close the locations pane and reopen it again my times are in 24 hour time.

don't note the ubuntu version in the title that's confusing and gives extra work to bug triager
