Clock applet locations use inconsistent time formats

Bug Description

Steps to reproduce:
1. Set the time format in the clock app to 12-hour format.
2. If not already so, set up two locations: one in an area that uses a 24-hour format for time by default, and another in an area that uses a 12-hour format (Amsterdam, NL and Seattle, US, for instance).
3. If the app's calendar and locations panel is open, close and reopen it. Otherwise, open it.

Notice that both locations display their current time in their default time format. (Amsterdam will be in 24h format, Seattle in 12h)

4. Wait for the location times to update, at most one minute.

Notice that all location times now display in 12-hour format. (Both Amsterdam and Seattle will display in 12h format)

5. Close and reopen the panel.

Notice that all locations revert to their own default time formats, but will switch to 12-hour format when times are updated, as above.

6. Close the panel. Switch to 24-hour format in the clock app's preferences.

7. Open the panel.

Notice that all times are now displayed in 24-hour format, regardless of any location's default format. Specifically, any location that by default uses a 12-hour format will not use it. (Amsterdam is in 24h format, which is correct, but Seattle is also in 24h format. This is inconsistent with the initial behavior when using 12h format, though it's impossible to know which is correct.)

I am experiencing the same issue.

- My time format is set to 12-hour format.
- I have locations in both 12-hour and 24-hour default formats
- When I first open the drop-down the times display in their default formats
- After a minute they switch to 12-hour format

Expected behavior:

format should be the same as your preference 12 or 24-hour.

A better solution would be to have a second preference for locations that determines if the clock should use your preferred hour format for all locations (rather than just your local time) or use the location default.

I have this problem, too.

I only have one location and it shows 24-hour format even though I have 12-hour selected in clock preferences.
