the panel calendar applet treats 'all day' appointments incorrectly

Bug Description

1) go into evolution
2) create an all day appointment on, say, the 30th.
3) pop open the clock applet's calendar

notice that the 29th, not the 30th is hilighted

also note that the all day appointment shows up in the "appointments" display
when clicking on either the 29th or the 30th.

Actually, all of my appointments, as displayed, appear to be 4 hours early.
This is also my offset from UTC (ie: I live in the Canadian Eastern timezone).

This would explain why all day appointments appear for both days......
