hidden panel overlaps other panel on mouseover

Make a side panel with the hide arrows. Hit the bottom arrow. The panel will
slide to the bottom of the screen. The arrow will park itself above the bottom
panel. If you mouseover the arrow that side panel shows itself and goes over
whatever is there. Its pretty ugly.
